Taiwan is one of those destinations that is easy to overlook. It is small, almost a dot on the world map. Most countries do not recognize it as a sovereign state. And it’s off the beaten track, cut off from mainland Asia or Southeast Asia, where backpacking is overcrowded.

But times seem to be changing. Taiwan is slowly gaining popularity among Filipinos because of its lighter and more responsible entry policy. In 2016, the Philippines is among the top 10 countries that sent the most tourists. And the numbers are expected to increase after the introduction of visa-free and e-visa options.

In the Philippines, the Taipei Economic and Cultural Office (TECO) recently announced that some Filipinos will be allowed to enter Taiwan without a visa if they meet the requirements.

If you meet all four requirements, you need a Taiwan Travel Authorization Certificate instead of a visa. Here’s how to get one: Visa-free entry to Taiwan
*Taiwan was added to the list last June 2017. So if you have a Taiwan visa or resident card that has expired more than 10 years ago, you can use it. However, Taiwan visas marked “FL” (Foreign Work) or “X” (Other) and residence cards for “Foreign Work” purposes are not acceptable.
Right now you have two options. You can submit these documents online and get your e-Visa or visit their physical office.

Philippine passport holders can now enter Taiwan visa-free by applying for a visa-exempt ROC Travel Authorization Certificate online. Citizens of Laos, Vietnam, Cambodia, Myanmar and India are also eligible for a Visa Waiver Certificate. Before applying for a Taiwan visa online, please read the following Taiwan visa requirements:
I applied for Taiwan Visa Online (ROC Travel Authorization Certificate) and received it within seconds of submitting the completed form. Be sure to press PRINT after the order receipt/confirmation pops up and your ROC Travel Authorization Certificate form will automatically download to your computer. So if you don’t have a printer with you when you make your presentation, you can print it later.
On my first attempt, I didn’t know how to hit print, so when the receipt came up saying the form was submitted, I took a screenshot to save the receipt number. I waited for the ROC travel permit to be emailed to me but after 2 days I didn’t get it, I asked my friend Carla and she said it should be sent automatically once I submit the form. So I resubmitted the form and hit PRINT and sure enough, the form was automatically released.

Make sure the form is saved on your computer and print it. You need a paper copy to show to the Philippine immigration officer before departure and to the Taiwan immigration officer before entry and upon departure. I didn’t show the form to the Taiwan immigration officer after I left because I honestly didn’t need to show it again, so I kept it in my checked luggage. But the officer didn’t ask and just stamped the passport.
Please note that if there are any errors in the form, you will need to resubmit it. As in my case, the passport validity period on the form was wrong, which I only found out after checking in for my flight when the Cebu Pacific Airlines staff pointed it out. But he had enough to make up for it. He left and returned to Taiwan with a newly printed ROC Travel Authorization Certificate. Good thing I was at the airport early, so don’t make the same mistake I did, make sure everything is correct in form.
Taiwan Visa Exempted, ROC Travel Authorization Certificate is valid for 90 days, multiple entries. So, if you plan to return to Taiwan within 90 days, be sure to keep a copy of your visa waiver form because you can only apply for a ROC Travel Authorization Certificate 7 days before your current certificate expires.
If you are not eligible for Visa Waiver – ROC Travel Authorization Certificate, don’t worry because you still have another option for Taiwan visa application – Taiwan e-Visa.
